JOINT PUBLIC STATEMENT BY HEADTEACHERS ASSOCIATION OF ZAMBIA (HAZ) AND NAQEZ

EDUCATION FOR ALL POLICY SHOULD NOT BE ABUSED BY ANY MEANS.
After a cordial engagement between #NAQEZ and #HAZ on mandate of the Association and Guidelines for Utilisation of school grants in schools, the Headteachers Association of Zambia and the National Action for Quality Education in Zambia – NAQEZ would like to strongly advise against any form of abuse of school grants.
It is advisable to seek Cabinet Authority through the Ministry of Education to vary purpose of funds away from the prescribed profiles.
In the last few weeks,some members of HAZ and stakeholders have reported serious concerns about the manner in which some districts are mismanaging school funds .We regret that some known leaders of HAZ at district level are being mentioned in soliciting money from schools for activities not meant for the good of teachers and learners.This is bad and has no blessings from the Association’s national leadership.
We appeal to Provincial and district principal officers in the Ministry of Education to avoid using HAZ district leaders in advancing activities that would not be in the best interest of the Headteachers Association, Government and the public. Since 2022 , Government through the Ministry of Finance and National Planning, #mofnp, Lusaka-Zambia has been consistent with funding all public schools.Therefore, it is expected that all public and private institutions should support the Education For All Policy by avoiding diversion of grants to things that are clearly outside the funding profiles of schools.
District Executive Committees are advised to adhere to the Ministry of Education- Zambia circular that prohibits migration of funds from schools to higher offices. However, the subsidiary Executive Committees can fundraise through business houses and stakeholders to supplement on school grants: Public private partnership is a better alternative.
HAZ advises its structures and leaders to always be professional and refuse directives that would put the Association and Government in contempt. The Headteachers mandate is clearly stated in the HAZ constitution and must be upheld.
#NAQEZ and #HAZ, in supporting the good intentions of the President in reintroducing Education For All Policy, remain steadfast in promoting prudent use of school grants.
